As a ROTC student, Monsieur McNeil was an Air Force ROTC student. He graduated from Williston Senior High in his hometown of Wilmington, NC. McNeil received an engineering degree in physics from N.C. A&T University in 1963.  A year after graduation, McNeil was commissioned in the U.S. Air Force in 1964, where he accomplished many achievements, including being the navigator on the KC-135 Stratotanker air refueling/cargo aircraft.

Later in 1969, he joined the Air Force Reserves, retiring as a Major General. His love for aviation was evident as he went on to to further his career with the Federal Aviation Administration; where he was a manager of the FAA’s New York Flight Standards Division, Eastern Region, Europe and Africa.

Monsieur McNeil is married to Ina Brown and since 1970, they have lived in Hempstead, N.Y. They have five children.  In 2002, he received the village of Hempstead’s Medal of Honor.

Monsieur McNeil, will be the keynote speaker for this celebration of dedication, at the Hempstead Public Library, Community Room; located at 115 Nichols Court, Hempstead, NY 11550.  In observance of Black History Month the event will recognize and acknowledge all of the challenges that African Americans have overcome and all of the milestones that they have accomplished.
